No doubt that both of you are correct.
I am in the business of contracting professional consultants and expert
witnesses for some of the top law firms in the nation.
In this case we happen to already have a tech. for consulting work. Clients
like to have a Ph.D. lead the game and, if necessary, to testify.
Not my choice. I know that BSEEs are the often guys with the real hands-on
know how.

I really dont understand why he needs PhD for simple and outdated work like
DDR2,
Even diploma holder or simple Bachelor degree holder with relevant work
experience can do it comfortably.
