I am surprised that there isn't such tool in PCB design. In IC layout tools, there is an utility called LVL - or Layout vs. Layout. You can compare two layout file layer by layer, or you can define the layers you want to compare. This is useful for the same reason when rev. silicon on a few select layer. I'd like to minimize this risk, and that brings me to my question I am wondering if any one is aware of any tools that can compare and report changes on different artworks layer by layer.
