Sunil,

In my view, even the traces are routed on the inner Layers ,the ground 
should still effect the impedance of the clock trace, as the impedance is 
obtained from L, C which are related to the gap  between the trace and the 
ground, the dielectric constant(including both dielectric and air), trace 
width etc.
