Abhishek,

The reason that PCBs are usually made up ove even numbers of layers is that
fabricators begin with pieces of laminate with a copper layer on each side.
These are etched to create signal layers and plane layers.  Such a
subassembly is often called a detail.  A number of these details are
commbined to create the final PCB by going though a press operation called
lamination.  As a result of thie process, it is natural to create PCBs with
even numbers of layers.  Yes, you can build PCBs with odd numbers of
layers, but it is unlikely to save you any money.

In my latest book, "Right the First Time, A Practical Handbook on High
Speed PCB and System Design, Volume 2", I have a whole chapter on how PCBs
are fabricated that was written with the help of several leading edge PCB
fabricators.  This should help you understand the process.
