My guess would be that it takes an enormous amount of time, energy, and
financial resources to participate in the sport, and these people choose to
concentrate their efforts into the sport as opposed to running the

Money and time are a factor. But are there really not enough qualified
people within the working dog community to run the WDA? I find that hard to
believe.
