First, there can be no such"hock test" on a proper German shepherd. They simply do not stack themselves four square. Look at a good GSD out in the yard, in the field, anywhere that he stops, that one rear leg will be back. I guess you are referring to the hock joint when you speak of the "ankle" Actually, this would be the heel, and if it turned out it could be due to any number of reasons, none of which would be of any consequence in evaluating the dog standing. Any animal, human, dog, horse, etc., may stand with a foot, paw ,or hoof (look at the horse standing with only the tip of the hoof touching the ground) doing something other than flat and straight because he is comfortable, bored, or (grin) maybe just because his handler screwed those feet into the ground not to his liking. However, this could in no way be seen as any indication of weakness, loose logamentation, or any other structural problem. Even the great structural seminarist, Quinten La Hamm (he did not necessarily practice what he preached when he judged ), advised his students never to penalize a dog for standing cow hocked. One cannot find a more agile herding dog than a border collie, yet their standard stated that they may stand somewhat cow hocked.
