Well I did my duty and wrote my respresentatives.  This is what I get for
living in Liberal Washington State!!!  I realize this is a canned response
in return to my canned letter sent from the NAIA site, but the truth is this
--- Unless us breeders write our officials, this bill will be supported by
our representatives.  More of us need to write calling a spade a spade ---
this bill will NOT stop puppy mills --- but it will regulate thousands and
thousands of private citizens who are responsible breeders.
 

This is the response I received from Senator Patty Murray:

 

Dear Ms. Strong:

 

Thank you for your letter regarding the Pet Animal Welfare Statute of 2005
(S. 1139).  I appreciate knowing your views on this issue.

 

As you may know, current law does not require commercial breeders of dogs
and cats who sell directly to the public to adhere to Animal Welfare Act
(AWA) standards of care.  Breeders who sell through intermediaries such as
retail stores, however, must first obtain a U.S. Department of
Agriculture-issued license that ensures compliance with the AWA. Without
such oversight, cases of abuse have been documented at many commercial
facilities dealing directly with the public.  

 

Introduced in May 2005, S. 1139 is designed to close the loophole in current
federal law that has allowed these commercial breeders to go unregulated.
The legislation specifically targets breeders who sell more than six litters
of dogs or cats - or more than twenty-five animals - directly to the public
each year.  The bill addresses the growing problem of Internet, newspaper,
and overseas sales, where many of these breeders pose as retail operations.
Without proper regulation, consumers remain unaware of the conditions in
which these animals are raised.  The bill would not only require these
breeders to obtain USDA-issued licenses, but the agency would be granted
greater authority to enforce and penalize violators.

 

During my time as a U.S. Senator, I have consistently supported efforts to
promote the humane treatment of animals.  I have advocated increased funding
for AWA enforcement, as well as legislation that aims to improve the welfare
of companion animals.  Overbreeding and horrific living conditions are an
unfortunate reality of the commercial pet business, and we must do
everything we can to improve these appalling situations.  Should the bill
come before the full Senate for a vote, S. 1139 will certainly have my
support.
