I'm thinking they would have caught it when the puppy was examined for the
necessary health check to fly....

I cannot understand why people do not see the vet for the first shots.
My vet does a thorough physical before giving the shot, and has found
other problems a couple of times. These findings ended up saving me a
bundle of money. He does not charge for an office visit for this shot.
