The AKC rules make no distinction. Therefore, it is more or less at the judge's discretion. And as everyone else has said, how hard it will be penalized will depend on what else is there. How anyone can expect a blanket answer to such a question is beyond me...every day is supposed to be different...just as every judge will treat it differently. Coming into the ring here with a letter from the doggie dentist is silly...not one judge out of a thousand would bother to look at it.
