The key is context. If it is used as a request or idea within a question,

irrelevant and useless, like, well, now! It is there because the board at

I don't understand how the National can NOT be rotated! The P&P manual says
it should be! How do we hold the BOD feet to the fire to MAKE them follow

what is convenient to them. They obviously do not care to listen to the
wishes of the membership who stated in no uncertain terms that the National
