First, every judge in the world makes a mistake sometimes.  If Fred's 
gone this long without making one, more power to him.
Second - the AKC's position on withholding ribbons is that if you give a 
first place, the dog can compete for Winners, and while the judge can 
withhold all points, it is better to do it early on and not encourage 
the owners to continue showing the dog (from which you withheld) any 
more, or at least until the problem is solved.  If it's temperament, it 
might be resolved...if it's structure or some other thing, it may or may 
not ever change.

Third - Joan didn't say what the major faults were.  If type is the 
judge's first consideration and the dog has decent type, it probably 
should get a ribbon.  Maybe accompanied by a quiet, private discussion 
with the handler or owner about those faults...      As stated, I could 
not answer the question, as it would depend on many things.
