I'm cross posting this from the Pet-Law list. I know that a lot of
breeders think that these laws just won't affect "them", so why
should they bother in getting concerned about legislation that's not
enforced?
Well, there are going to be some breeders/fanciers in Jefferson
County, Colorado that WISHED they had paid attention!

  Just got this off a breed club list with permission to forward (the
  club that is holding the event needs to get the word out quickly to
  their participants in this AKC Agility trial).
  This is NOT a "Denver" problem, since this trial is held in Golden
  (Jefferson County.)
  While as the author states "some of these are no brainers", I feel
  that some of these regs would be huge problems for the holding of
  any AKC Agility Trial (or many other organized dog performance
  events, for that matter).

  For starters, all dogs must be microchipped or wear ID tags
  (apparently at all times). Since the AKC prohibits any attachments
  on a collar when a dog is being run on the course in an Agility
  trial, if this is interpreted strictly, only microchipped dogs would
  be allowed to run the course (and owners have some proof of dog
  being microchipped when asked).
  Also with tags, I know many owners who won't crate their dog when
  they're wearing a collar with tags for safety reasons.

  The "big annoyance" sections might include muzzles FOR ANY BREED if
  enforced (dogs not used to them can get very upset when one is put
  on - I certainly wouldn't want to try to run a course with a dog who
  had just been made exceedingly unhappy); dogs must have water in
  their crates at all times (some dogs are inveterate water bowl
  tippers - those owners are guaranteed to spend their day crate
  drying should they attempt to follow the rules) and the 4' leash
  (try that with your Pomeranian, especially if you have long legs!)

  Unfortunately, it doesn't sound like we could just
  expect "reasonable enforcement" of the above regs (done in a way
  that wouldn't materially interfere with the event). Sounds instead
  like Jefferson County AC is serious. Or at least very anti-dog - and
  this event is at a COUNTY FAIRGROUNDS, no less???
