I had a male have this years ago, same symptoms. Its operable, just make sure you have someone do it who has experience with this sort of surgery. Its not your typical surgery and most vets don't have experience with it, and many won't even try it. My vet didn't know what he was doing and my dog had some major complications because of the his negligence.
