Most likely they are selling the list of names as a mailing list. Like when
you order something from one catalog, you get ten other catalogs with similar
items. It happens all the time with direct mail (although you CAN be put on a
"do not mail to" list). I haven't gotten any spam from the AKC, but it's
been a while since I've registered a dog.
It's not illegal to sell mailing lists (unless you have specifically
requested NOT to let your name be "made available" as they phrase it). I'm not
sure
what the penalties, if any, are for selling names on a "do not mail to" list.
I don't know if there are any laws yet governing the Internet.
