Don't kid yourself. It's a compromise...they want more entries, that's all.
There's no way they want to do away with the big bucks handlers and owners
who use them...
This is just a way to mollify all the people who complain that they
can't beat the handlers, and a "sort of" answer to all the people who for
decades have talked about having an A/O Division, like at horse shows.
