I think it looks like the Rollei is in a sound blimp - to silence the
operation of the camera. Weegee probably had the blimp made. These things
have always been practically hand made one-up because of the exceedingly
small market. They are primarily for shooting production stills on movie
sets during sound takes. I'm sure they've been used in a few other
applications, too - courtrooms where permitted, nature shooting from blinds,
etc.
