I think it has to do with the nature of the support and the anti-curl coating. Kodak is simply way ahead of the game as far as technology goes. Ilford is not far behind but the small recent manufacturers are. I also used to have curling and frilling problems with AGFA fiber paper. It was always like that, even when made by Ansco in the USA.
