I always locate the forward button, rather than flicking. Once you know where 
the button is located, it's fairly routine.

The way that it is explained in the message could be a bit misleading, but 
essentially, the steps are accurate.
You must first open the text message that you wish to forward, and while 
reading that message, flick up to More.
If your rotor is not set to Actions, you may need to adjust  the rotor setting 
for all of this to work.

You may have trouble flicking to the Forward option, but the button is located 
just above the home button.
I had found that flicking is not as reliable as simply  locating the button.
