So i'm really unlucky, even with 0777, and with www-data as owner, I still
have the error.
Maybe the problem is not with racktables but with my system configuration
(php ? linux ?)

The password file must be effectively readable by httpd process pseudo-user,
and perhaps you want to protect it from anyone else. You know the specifics
of the server better.
