I seem to recall that OmegaBrandess is the US distributor for Tetenal products.
I looked on their web page http://www.omegabrandess.com/products/Tetenal_2
but did not see this product listed. You might drop them an Email inquiring

the availability or if there were someone in the states that would stock this

Hi Bob,
Just did a Google search and came up with several UK,
French , and German sources but nothing for the USA
and Canada.
Several places described it as a glazing chemical.
Good luck finding the stuff.
