Get a heating pad from the drugstore and put it under the
tray.  There are usually 3 heat settings and one of them will
keep the tray at 70F or so.  If the pad is having trouble keeping
the tray warm then put some insulation between the pad and the
bench/sink - I use newspaper as whatever is down there gets
developer sloshed on it. Check that the pad is labeled for 'damp heat' and use it with a ground fault protector.
