Just wanted to add a few details before I sleep.
The official date of the discovery was 1873. 
Dr Herman Vogel was the discoverer, which I think derives from an observation 
about the behavior of antihalation coated plates.

There were antecedents however.
In 1860, it was noted that collodion treated with turmeric produced 
among other things, extra sensitivity.

Vogel's discovery included corallin (coralline?), fuchsine and cyanine.

It was Becquerel who advocated chlorophyll.

Previously, I said collodion might have been directly involved in Dr. Vogel's 
discovery... I am not positive about that but it can be easily confirmed.

The discovery was mentioned, eg., in vol. 9 of "Photographische Mittheilungen" 
published in 1873.

(I just noticed you might have been more interested in PAN sensitzation, in 
which case I can only add that chlorophyll is a panchromatic sensitizer, IIRC.)
