I just read this section, and maybe you have read it backwards?
If the number you roll is LESS than the total, you are OK.
Why do you feel that having high stealth/fieldcraft is bad? The higher they
are, the better your chance of avoiding the encounter.
Very easy to mis-read these things though :)

Page 319 of the Omega Zone has a situation where you add your stealth to
fieldcraft and then roll on the random number table.

If your skill set is lower than the number rolled, you avoid an encounter
(page 297) whilst if it is higher you face an encounter.

This may be WAD, but it seems perverse. Having a high stealth and fieldcraft
in this instance is undesirable and seems misplaced.
