Looking at my schedule, I'm pretty sure I won't be able to work very much
on the comment period and publication before the end of next week. I'll
officially kick off the comment period on Monday (though that shouldn't
stop anyone from looking it over early if you have the time) and plan to
publish it the next Monday after that.
