On the "game rules" page for the Plague lords of Ruel book, there is a footnoted link to
a "rules handbook" (http://www.projectaon.org/xhtml/misc/rh/title.htm) but the page no
longer exists.

Thank you for pointing this out to us. We are currently compiling a huge list of
issues with the earlier books, and we hope to revisit them at some point in the
near future. This is one of the fixes that will need to be made.
For the record, since we revamped the site earlier this year, the old Rules
Handbook has been superseded by the Readers' Handbook:
<http://www.projectaon.org/en/ReadersHandbook/Home>. Since this new version is
wiki-based, it is easier to maintain and has multiple contributors and editors.
It is also more up to date than the Rules Handbook, which hadn't been updated in
over three years. I hope this is of some help.
We're always happy to hear kind words of encouragement from our fellow Lone Wolf
fans. They really do help spur us on! Thank you. :-)
