I don't actually recall having to modify apache for PHPMyAdmin. But, it has
been a while since I set it up.
You will need to follow the installation directions for PHPMySQL. This
probably will require modifying a configuration file and providing at the
least the username and password for your mySQL server installation that came
as part of xAMPP.
Assuming that your xAMPP is setup correctly you should be able to access
PHPMySQL through a web browser.
For example:
If your web root is set to C:\web and if you installed PHPMySQL in
C:\web\phpmysql then you should be able to access it using
http://localhost/phpmysql/

I imagine I am going to have to modify my apache configuration file.
Here's what I did so far to get PHPMyAdmin working. I simply copied it
into the same branch on my computer where the web files are. I think I'm
going to have to go into my apache configuration file and make an entry
for the directory where PHPMyAdmin is. Is this what you mean by "install
it the same way as any other software?"
I'll take the mail question in another message. I confuse easily.

By "mail" are you talking about the PHP mail function?
As far as PHPMyAdmin goes you should be able to install it as you would
on any other Windows system running apache, mySQL and PHP.
