No there isn't. Unfortunately a blind person can't create a web design of a very good quality by aligning and sizing the page elements by pixels. We can see where the text is placed, the font size, colors... so we can calculate aproximately the dimension of a text field or combo box that contain that text, but we can't know for sure the dimensions of all non-text elements.
