Hi: I don't have a pup either. There is a big U.S. National group called Lions Clubs of America who are big with guide dogs. Something sounds wrong about not being able to buy a collar for your dog because it is not made in the U.S. Ya, contact the Lions Club in your area, or even the National group, and see what they say aabout the situation. It might be that a government organization can not supply a collar made abroad, outside the U.S., but I should think you could be able to buy one on the open market. I can not imagine that the training routine would incur any restrictions regarding what make or model of collar a dog wears.If you need some phone numbers I can try and find something for you but you know where you live and what the current organizations she is working with are. That info might have an impact on the situation regulations. Rick USA
