The most up to date U.S. Government standards related to the accessibility of information and communication technologies is located at

http://access-board.gov/sec508/refresh/draft-rule.htm

This covers computer hardware, software, telephones, information kiosks, and web sites. These are draft standards for which the U.S. Access Board is seeking feedback. I expect that the final standards will be close in form to these, as they have been developed after extensive consultation with industry, consumer, and other stake holders.
