No.  There are single chapters in the more modern programming textbooks
and books on html but to date that's about the limit.  What is available
from accessboard.gov and other sites are standards for web
accessibility.  Those standards for example didn't cover software placed
on web sites for download, so U.S. government training sites routinely
put software on those sites that broke accessibility when used with
local screen readers.  To my knowledge, enforcement has yet to catch up
with this particular loop hole.
