Kevin, although this might seem like a bit of a daft thing to ask, check that 
the line in the registry for HTML Mail isn't commented out, as in the standard 
distribution. 

From your first post, I assume that you are recieving the e-mails okay, but 
that the plugin appears not to be working... Just check the syntax in the 
registry file and in your config file, and that the plugin is in the pligins 
directory. Might be simple stuff, but easily overlooked.
