Seems like you have to remove the password on the encrypted file before it
can be edited.

Subject: [PCWorks] How do you edit an encrypted PDF file?

Does anyone know how to enable an encrypted PDF file to be edited? I've
tried changing some things in it and programs like "PDF Changer" say it
can't because it's encrypted.
Thanks,
-Clint
