Hi Teri,
    I suspect a bug, but it could also be a corrupted mouse driver file.  To 
check for a bug, reboot into Safe Mode and run a full Malwarebytes scan.  To 
check for driver corruption, check to see if there's a more recent driver 
available and install it.       :)
