Terry, I tried searching the MS Knowledge Base, but to no avail. =
Although, I do admit, I pretty much stink in locating documents I'm =
usually looking for. You can check there as well, if you want.

And, even a Google search didn't bring up much in terms of relevance to =
the problem you're experiencing.

Obviously, there's something wrong. If you told me the option was there =
but grayed out, I would have thought it might be a setting or =
restriction somewhere. But, you're saying the option is there and =
clickable, but you get no response when you click it. Seems more like =
something being corrupt or out-of-wack.

I don't use Outlook Express anymore. I don't know if they have an option =
to repair your email files. But, I do know you have a COMPACT option. I =
think its under FILE > FOLDERS. Should be something like COMPACT ALL =
FOLDERS. Select it and let it do its thing. Then, shut down OE and =
restart it and see if you get the same problem. Actually, I would go a =
step further and shut down the whole computer, if you haven't already =
done that. Could be a compatibility issue with something else in memory.

Lastly... try starting in SAFE MODE (the computer, that is). OE should =
run in SAFE MODE. You won't be able to download or send mail, but you =
should still be able to run it. Just run it while the computer is in =
SAFE MODE, and see if it lets you create folders. If it does, then you =
know its definitely something else running on your system corrupting the =
options.

I get absolutely nothing.  No error, the option is there both under =
"file"=20
and also right clicking the "inbox" but when I select "New Folder" =
nothing=20
happens.
