Norton SystemWorks does the job... checks/fixes registry problems, plus a few 
other ones.
There's also RegCleaner, that I think is free. You can get that one here:

  My Win XP is having problems in booting and shuting off the system...so I 
  must start up many times in "SECURE BOOT UP" (something like that).
  Is there any prog to chek and fix the registry of win xp?
