With OE, you need to do it via the filters. Go to TOOLS > MESSAGE RULES > MAIL.
Then, create a filter. In the top section (conditions) you're looking for:
WHERE THE MESSAGE SIZE IS MORE THAN SIZE

and in the bottom section (action) you're looking for:
DO NOT DOWNLOAD IT FROM THE SERVER

| With most mail clients, you can tell it to NOT download mail if the size s
| over a certain amount. For example, at work, where I'm on dial-up, I have it
| set that if the mail is over 100kb it will not download the mail. OE allows
| this, as does most all other clients.
