I had a very similar problem with Cox email a few years ago. When I first
booted my computer and opened OE, I could send and receive mail. Within 5
minutes, I could send mail but not receive it. The same thing happened in
other email programs I tried. I called Cox and all my setting were correct
(of course, since I changed NOTHING!). They sent me on up to higher tier
level support and they could not solve the problem. They gave me the
runaround for a few days telling me that it was probably my firewall and/or
antivirus program. So I uninstalled both and left myself wide open and it
did not solve my problem at all. I reinstalled my firewall and antivirus
program. I continued to write to different technical forums and no one
could solve my problem. This went on for about two weeks. One day I turned
on my computer and everything worked fine. I had changed nothing. It was
magic, right?
A few months later I was chatting with a man who ran networking and email
systems for a major corporation on the east coast and he told me that about
four months prior his wife had the exact same problem with Cox email. He
did some troubleshooting and concluded that it was nothing on their end at
all and concluded that Cox must be using proxy servers. He called them and
they denied it. They sent him on up the line to top level tier support
where he ranted and raved at them about using proxy servers and they finally
admitted to him that they were. He told me that no provider should ever use
proxy servers to serve email. I've never had the problem again.
