The toll-free number is now in operation: 866-880-1380 Daily hours are from 7 a.m. until 7 p.m. The U.S. Army Corps of Engineers will operate the line and offer expert advice on debris removal activities that may be eligible for reimbursement. Those making disaster repairs to their homes and businesses can also get general information on building contractors and contracting ethics. On March 1, 2003, FEMA became part of the U.S. Department of Homeland Security. FEMA's continuing mission within the new department is to lead the effort to prepare the nation for all hazards and effectively manage federal response and recovery efforts following any national incident. FEMA also initiates proactive mitigation activities, trains first responders, and manages Citizen Corps, the National Flood Insurance Program and the U.S. Fire Administration.
