You need to increase the speed of your USB port. Get a USB 2.0 card that fits into one of your PCI slots. If I remember right they cost less than 20 dollars. There is a vast difference between USB 1.1 (12 mb/s) and USB 2.0 (480 mb/s). Your Maxtor is 2.0 that is backwards compatible with 1.1.
