the hiring company has a strong employee  base in India . I guess in this
case the client manager didnt agree to  deal with a person who is in India
so they are trying to fill it by hiring somebody who is here in US.   I am
not very sure but i think hiring lot of people on W2 give them a better
impression while they project there company to USCIS to get H1s.
