It is the result of either of a

a.  CREATE TABLE AS SELECT
b.  CREATE INDEX
c.  ALTER TABLE .. MOVE
d.  ALTER INDEX ... REBUILD

in progress. Each of these operations create a "Temporary" segment. On successful completion, the "Temporary" segment becomes a "Permanent" Table or Index segment (as the case may be).
