log_buffer Value setting NOT effective ?

Folks
Even though log_buffer is set to 1M, on Database Startup it is automatically
getting reset to 14MB (shown below)
NOTE - sga_target=0
NOTE - Online Redo logfile size = 1 GB
Oracle 10.2.0.3
HP-UX 11.31
Any ideas why?
