Well, I've found bug 6774260, so I'd suggest you open a SR with Oracle
and reference both this bug and it's base bug.

Hi ,

We have been facing issues with our rman backups in cluster & in
non-cluster envoronments due to this "enq: WL - contention". The rman
backup just hangs at this point. Generally this is happening when we
execute some command like "alter system archive log current". This is
a recommended command to execute as part of backup procedure. Can any
one please guide me to some resource where i can find more information
about this.
