emctl not found

Hi Gurus,
I'm trying to setup oracle enterprise manager on 2 node 9i test RAC. I do
not find emctl under $ORACLE_HOME/bin . I also did find / -type f -name
emctl but no results. I only find emca and emwebsite in bin directory. Could
someone help me please.
