difference between /prelim and direct_access

Hi List,
this is a totally theoretical question:
can anyone please point me to the difference between sqlplus /prelim
and oradebug direct_access?
Until Miladins blog [1] I thought they would be the same, but he
showed they are not.
So what are they really?
(Just my guess: oradebug direct_access is really direct access to SGA,
but what is /prelim???)
