Joe did you identify if RTA was running - the MRP process existing is not
necessarily proof that RTA is in place and actually working)

Probably You have to enable RealTime apply:
ALTER DATABASE RECOVER MANAGED STANDBY DATABASE USING CURRENT LOGFILE
DISCONNECT;
after that RFS should writes to standby redo log on standby db.
