What does trace event 38022? (Bug 6405967)

Does somebody know what Oracle (trace?) event 38022 does? Oracle Support
suggested to set it system-wide to avoid a wrong result issue from bug
6405967.

I've been asked if there are any drawbacks keeping us from setting this
event system wide. Out of my belly, I don't like that thought, but I
simply can't find anything about it in the net. Any ideas, or
experiences with that thing?
