You're correct, I changed from generica_application to
ora.local_resource.type. No reason really. other than I found a different
example, and it used that resource type. Just thought I'd try it out.
I'm not sure if using cluster_resource is valid, as this is single instance
Oracle Restart, not a RAC cluster.

Earlier you specified type generic_application. Right? I wonder why it
changed to ora.local_resource.type. If it's generic_application type, maybe
you're hitting Bug 1382560. See
generic_application resource does not start if CHM is not online (Doc ID
1968575.1)
Just try changing it to cluster_resource.
By the way, the error message comes from scriptagent.bin and seems related
to __CLSAGFW_TYPE_NAME.
