I opened a case very similar to this on *12-JUL-07 14:54:08** GMT*. The case was closed on *06-JUN-08 00:01:05** GMT* as bug 6211966, and Oracle Dev is "working on fixing this bug in release 11.2". One of the workaround states: " If you create DB alone or do script gen and db creation in different invocations of DBCA, you will not hit this issue." Which I have not tried yet.
