Since the physical standby is an image copy of the primary, you cannot
change the encrypted passwords stored in the DBA_USERS table.
If you are talking about the password file for authenticating users
connecting with SYSDBA or SYSOPER privilege (parameter REMOTE_LOGIN_
PASSWORDFILE), that should be OK to make different.
